My baby is not walking yet, should I be worried?

First, let's start by saying no two babies are alike. Just because your oldest child walked at 9 months, it does not mean that your third child will. Here are some things to consider:
1) did he begin crawling on hands & knees around ~8-10 months?
2) is he pulling up on furniture to stand?
3) is he attempting to stand briefly without holding on?
4) does he use a push toy to walk a few feet?
If so, its likely that your little one is building up his confidence and will probably take off walking soon. On the other hand, if your baby :
1) does not attempt to bear weight on his legs
2) is not pulling up to stand
3) is easily frightened by sudden movements
4) is 15+ months old,
it may beneficial to first speak to a pediatrician about your concerns. The next step may be to seek a pediatric physical therapy evaluation to help identify and address any mobility issues.
